To establish a monitoring system to complement the existing Central Registry of Drug Abuse (CRDA) in monitoring the trend and pattern of drug abuse among the local population. The supplementary system consists of 3 components, namely, the centralisation of drug abuse statistics, collection of qualitative data and examination of the CRDA report. An expert panel will be formed for data analysis.

To target at high-risk youths, especially occasional drug abusers. Peer instructors will be recruited to serve as "Big Brothers/Sisters". Outreaching services and job referrals will be provided.

To cooperate with the outreaching team of Caritas to launch an anti-drug campaign in Southern District. Counselling services and body check-up will be provided for high-risk youths. Anti-drug messages will be disseminated by placing banners and advertisements at popular spots. Schools will be encouraged to form an anti-drug league.

Community Health Organization for Care, Intervention and Empowerment Ltd

To conduct outreaching sessions to disseminate anti-drug messages to sex workers in Mongkok District. Counselling services and distribution of publicity materials will be arranged.

The Society of Rehabilitation and Crime Prevention, Hong Kong

To cooperate with a drama performance group for organising live performances at primary schools in Tin Shui Wai, Tung Chung and Tseung Kwan O Districts. Art training workshops and inter-school drama competitions will be organised.

To promote a healthy lifestyle by organising a series of activities for high-risk youths in Yau Ma Tei and Tsim Sha Tsui Districts, which include drama workshops, anti-drug ambassador training, visits to drug treatment centres, singing competition and job skill training.

To design a preventive education programme for residents of Boys´ and Girls´ Homes/Hostels, their parents, teachers and social workers. Drug talks, self-improvement workshops and adventure-based training will be arranged.

To recruit high-risk youths and occasional substance abusers in Ma On Shan District as anti-drug ambassadors. Activities to be organized include adventure-based and webpage design training, visits to drug treatment centres and dancing classes.

Sam Yuk Middle School

To conduct preventive education activities for students and their parents of primary schools in Sai Kung and Tseung Kwan O Districts. Anti-drug character design competition, drama competition and visits to drug treatment centres will be organised.

To organise basketball and hip-hop dance workshops for ethnic minority youths. All the workshops to promote a healthy lifestyle will be conducted in English.

To provide drama training for students. Live performances of anti-drug drama will be arranged for primary schools in Sham Shui Po District.

To disseminate anti-drug messages to high-risk youths in Kwai Chung District. Adventure-based training, visits to drug treatment centres and drama workshops will be organised for unengaged youths. Publicity events such as exhibitions and carnivals will also be held.

To conduct training on desktop publishing and webpage design for ex-drug abusers. Trainees will provide design and printing services to the public and various organisations.

Finnish Evangelical Lutheran Mission - Ling Oi Youth Centre

To design a vocational training programme for drug abusers undergoing treatment and rehabilitation, which includes job-seeking techniques, skills training and supporting services.

Institute of Mental Health and Tuen Mun Alcohol and Drug Dependence Unit, Castle Peak Hospital

To organise a systematic training course on adolescent substance abuse for frontline social workers. Participants are expected to learn the basic techniques in the initial assessment of and provision of counselling services for adolescent substance abusers.
