Action Committee Against Narcotics (ACAN)
Membership  Agenda of Meeting
- is a non-statutory advisory body
- chaired by a non-official member comprising experienced community personalities from the fields of social work, education, medicine and community service
What is its work?
- Advising on the policies to stop the illegal trafficking of dangerous drugs into and through Hong Kong and keeping these policies under regular review.
- Advising on the measures to uproot drug abuse from the community.
- Advising on the suitable allocation of resources
- Ensuring co-ordination and co-operation between government departments and voluntary agencies in Hong Kong and arousing public support for them.
- Reviewing and ensuring the effectiveness of the programmes and projects undertaken by government departments and voluntary agencies.
- Drawing the attention of the government to change policies, programmes, projects, laws and procedures so as to be more effective.
- Advising on any matter referred to it by the government or from any other appropriate source.
ACAN advised, among others, on :
Legislation
- supported amendments to Organized and Serious Crimes Ordinance to require money changers and remittance agents to follow anti-money laundering measures such as identifying customers and keeping records for transactions of or above $20,000;
- supported amendments to the Control of Chemicals Ordinance to tighten control on potassium permanganate which can be used as a precursor chemical for illicit manufacture of cocaine;
- supported amendments to the Control of Chemical Ordinance and Dangerous Drugs Ordinance to tighten control on norephedrine, dihydroetorphine and remifentanil; and
- supported amendments to the Dangerous Drugs Ordinance to tighten control on ketamine.
Treatment and Rehabilitation
- reviewed and monitored the progress of follow-up actions taken by various Government departments and non-government organizations pursuant to the Three-year Plan on Drug Treatment and Rehabilitation Services and the Report on Review of the Methadone Treatment Programme.
Beat Drugs Fund
- advised on the priorities assigned to the Beat Drugs Fund applications.
ACAN Sub-committees
ACAN Sub-committee on Preventive Education and Publicity  
Membership  Agenda of Meeting
 
It advises ACAN on preventive education and publicity policy and programmes, monitors their effectiveness, and co-ordinates government efforts in this area.

Work accomplished:
- Advised on the planning and implementation of preventive education and publicity programme;
- monitored the Drug Education Programmes;
- endorsed the implementation of the recommendations of the Task Force on Psychotropic Substance Abuse concerning preventive education and publicity matters;
- endorsed the establishment of a Drug InfoCentre and various Anti-drug Volunteer Group activities;
- endorsed the production of a new Drug Education Kit for Teachers;
- endorsed the the recommendation to revamp the Anti-drug Hotline;
- endorsed the contents of TV APIs and publicity posters.
Sub-committee on Treatment and Rehabilitation  Membership  Agenda of Meeting
 
It monitors the trend in the characteristics of drug abuse and drug persons, reviews the progress and effectiveness of government-funded treatment and rehabilitation programmes and advises ACAN on the development of treatment and rehabilitation facilities.
Work accomplished:
- discussed the recommendations made by the third Three-year Plan on Drug Treatment and Rehabilitation Services;
- reviewed the progress of follow-up actions taken pursuant to the second Three-year Plan on Drug Treatment and Rehabilitation Services and the Report on the Review of Methadone Treatment Programme;
- reviewed the progress of the Action Plan in implementing the recommendations made by the Task Force on Psychotropic Substance Abuse;
- discussed the application of the set of protocol for screening and assessing the poly-drug abusers; and
- reviewed the fee charging policy of the Methadone Treatment Programme for Mainlanders and other passport holders.
The role of the Narcotics Division
 
It is responsible for the formulation of policy, and overall co-ordination of anti-drug efforts in preventive education and publicity, research, treatment and rehabilitation services, international co-operation and law enforcement.
