Learning from the Past and Acting for the Future of Hong Kong’s Ethnic Minorities: A Comprehensive Analysis of Beat Drugs Fund Research Projects and Culturally Sensitive Anti-drug Studies Among South Asians in Hong Kong

This project aims at conducting an evidence-based research study to construct a culturally sensitive anti-drug policy framework, identify determinant of drug abuse among South Asians and delineate the key factors in drug abuse prevention among high-risk South Asian groups in Hong Kong. The project also aims at strengthening South Asian ethnic minority individual’s anti-drug awareness and knowledge about consequence of drug abuse within their communities. Project elements include research study to conduct a systematic review of existing research projects, research study to construct a culturally sensitive anti-drug policy framework, study to identify determinant of drug abuse among South Asian in Hong Kong and to delineate the key factors in drug abuse prevention among high-risk South Asian groups in Hong Kong. For preventive education, anti-drug talks for ethnic minorities would be held to strengthen their anti-drug awareness and knowledge about consequence of drug abuse, and a radio programme would be broadcasted to disseminate anti-drug stories for multilingual audiences.

This project aims at helping drug abusers to live a drug-free lifestyle through sport intervention and vocational training, as well as enhancing social acceptance of rehabilitees through general public’s participation in bicycle guided tours and voluntary services for the needy people. Project elements include anti-drug sharing sessions and bicycle guided tours for family members of drug abusers, drug abusers, secondary students, high-risk youths, teachers, social workers, social work students and other professionals in Hong Kong, social work counselling, bike eco-tour guide trainings, community support trainings and volunteer opportunities for drug rehabilitees, and renovation workshops for drug rehabilitees who participate in community support training.
Back to Family – Support Non Ethnic Chinese Drug Dependent Persons (DDPs) and their Families

This project aims at strengthening the support to ethnic minorities (EM) drug dependent persons (DDPs) and rehabilitees, their family members and young teenage children, as well as enhancing the anti-drug knowledge of EM community members and strengthening drug abusers’ motivation to seek help or quit drugs. Project elements include physical outreach to EM DDPs and high-risk individuals and distribution of community resources pack; escort interpretation support, mutual help groups, preliminary medical consultations, volunteer programmes and coping skills workshops for EM DDPs or EM rehabilitees; narrate and navigate life narrative group, skills learning classes and interest development activities for drug rehabilitees; counselling for EM DDPs and family members of EM drug rehabilitees; children and teenage play groups for EM DDPs and high-risk individual’s children/teenagers; teenage exploration outing for EM DDPs’ teenage children; family support groups and family outing activities for family members; picture book creation and sharing for family member and young teenage children of EM DDPs and EM community members; and reformed DDPs sharing.
“Life Recreate 2.0” Supportive Services and Picture Book Counselling for Substance Abusers and their Families

This project aims at motivating drug abusers to quit drugs and maintain abstinence by using picture books as an intervention, and preventing intergenerational drug abuse among family members of drug abusers. Project elements include hotline and instant messaging service to engage and identify drug abusers and their family members, crisis intervention and counselling service, short-term medical treatment, personal growth and life-skill training for drug abusers, support and picture book counselling service, and supporting workshops for family members of drug abusers, parent-child activities for drug abusers and their family members, production and dissemination of anti-drug picture book short films, as well as production and printing of anti-drug picture book for general public, drug abusers and their family members.
ConNet with Love in Family - Online and Offline Supportive Services for Hidden Drug Family Scheme

This project aims at encouraging hidden drug abusers to seek professional help through online outreach service and supporting their family members through medical-social collaboration and community-based services. Project elements include seminars for family members of drug abusers, production of anti-drug short videos in collaboration with drug rehabilitees and family members of drug abusers for public viewing on social media platforms, outreaching to hidden drug abusers and their family members, online outreach service to identify and engage drug abusers through provision of online health consultations, individual counselling/treatment for drug abusers and family members of drug abusers, play therapy for children of drug abusers, health consultation for drug abusers, family members of drug abusers and drug-abusing gay men, self-help groups for family members of drug abusers, family gatherings for drug abusers, rehabilitated drug abusers, children and family members of drug abusers, community training for drug abusers and rehabilitated drug abusers, pre-vocational and vocational trainings with life skills programme for rehabilitated drug abusers, peer supporter trainings for rehabilitated drug abusers and family members of drug abusers.

This project aims at establishing a comprehensive and customised aftercare service for rehabilitated drug abusers who have completed drug rehabilitation programme through post-discharge community support, career planning, medical services and family support work. Project elements include anti-drug education workshops and project end sharing meeting for general public, pre-discharge preparatory groups and case counselling, motivational enhancement case work counselling, relapse prevention counselling service, and medical consultation services for rehabilitated drug abusers, interactive activities for rehabilitated drug abusers and family members, counselling services and anti-drug support group for family members of rehabilitated drug abusers, self-management workshops, interest classes, career planning, vocational training and vocational counselling with subsidy for rehabilitated drug abusers.

This project aims at providing mindfulness-based treatment and vocational training courses to female drug rehabilitees of Adult Female Rehabilitation Centre, as well as enhancing their sense of self-efficacy to avoid relapse and facilitating them to reintegrate into the society. Project elements include school talks for secondary students and training workshops for anti-drug workers, mental and physical health talks, yoga training cum health talk program, relapse prevention counselling, mindfulness-based training course for drug rehabilitees, counselling for drug abusers/rehabilitees working at nightclubs, counselling service for family members of drug abusers, pre-employment workshops and vocational training courses, life skills trainings, peer vocational experience sharing, motherhood parenting skills trainings, escort services to hospitals, counselling and after-care service for drug rehabilitees/rehabilitated drug abusers, volunteer service in elderly or child care centres and experience sharing by drug rehabilitees; and mutual support groups organised by drug abusers/rehabilitees and family gathering for drug abusers with children.

This project aims at providing aftercare services for rehabilitated drug abusers discharged from Shek Kwu Chau Treatment and Rehabilitation Centre and enhancing their ability to prevent relapse and promote their social reintegration and culture communion. Project elements include individual and group counselling, medical and dental treatment and referral services, volunteer services and vocational training programmes, occupational assessments, occupational talks, internship scheme, various interest classes, outdoor recreational activities for drug rehabilitees, setting up a multicultural music band for local and non-Chinese rehabilitees for music performance to general public, home visits to rehabilitees and their family members and mutual support groups for family members of drug rehabilitees.

This project aims at addressing the issue of hidden drug abuse in Hong Kong by engaging young hidden drug abusers and providing timely intervention to them and enhancing public awareness about drug abuse problems. Project Shield - a Counselling and Treatment Program for Young People with Drug-related Criminal Offences

This project aims at addressing the issue of drug offences committed by young people in Hong Kong by providing early crisis intervention and counselling services to young people aged 10 to 35 and enhancing awareness among young people and general public of the seriousness of drug-related crimes. Project elements include drug-related crime prevention workshops for secondary and tertiary students, parents and general public, production of anti-drug short videos for general public, physical outreach and professional counselling for young people and their family members, mobile anti-drug education game stations for young people, parents and general public, voluntary services by young people, anti-drug ambassador training, vocational support and life skill development, and entrepreneur mentorship programme for young people, mutual support ambassador training for family members of young people, design and production of an online counselling manual based on “Desistance from Crime Model” and artificial intelligence big data analysis of drug crimes in Hong Kong.
